The Ministry of Education of St. Kitts and Nevis is making strides toward enhancing its education workforce through a groundbreaking agreement with the Open University of Tanzania (OUT).
The Memorandum of Understanding (MOU), signed by Minister of Education, Dr. Geoffrey Hanley, is aimed at expanding the nation’s teaching qualifications by offering educators access to remote bachelor’s degrees in education. This initiative forms a crucial part of the government’s commitment to professionalising and uplifting the nation’s teaching workforce.
Addressing the Need for Qualified Teachers
This new agreement supports the ministry’s goal to make high-quality education a national standard. Dr. Hanley described the OUT partnership as a “game-changing contribution to the professionalisation of the nation’s teaching staff.” By enabling teachers to earn advanced qualifications through remote learning, the programme empowers educators to pursue career development without needing to leave their roles or relocate.
In alignment with St. Kitts and Nevis’s Strategic Education Plan, the initial cohort for this Bachelor’s Degree programme will include 25 teachers focusing on core subjects, educational management, and special needs teaching. These educators will gain access to professional development that promotes higher-quality instruction, research, and policy analysis—skills crucial for effective classroom management and educational leadership.
International Collaboration and UNESCO’s Endorsement
The initiative is bolstered by UNESCO’s support and recognition as a model for international educational collaboration. At a recent meeting in Paris, Dr. David P. Doyle, the Federation’s Ambassador to UNESCO, discussed the programme with H.E. Ali J. Mwadini, Tanzania’s Ambassador to France and Permanent Delegate to UNESCO. Ambassador Mwadini expressed Tanzania’s commitment to swiftly implementing the MOU and affirmed that the programme would enhance cooperation between St. Kitts and Nevis and Tanzania.
UNESCO Assistant Director-General for Education, Stefania Giannini, lauded this partnership, noting, “The development of a national qualification framework for teachers and a national teacher council have set the basis for the professionalisation of teaching.”
She expressed her optimism for the Federation’s success in developing this robust framework, which also aligns with UNESCO’s efforts to support small island developing states (SIDS).
Commendation from National Leaders
Other leaders have also championed this forward-looking educational approach. Ambassador Nerys Dockery, Secretary-General of the St. Kitts-Nevis National Commission for UNESCO, welcomed the MOU with OUT, highlighting its importance in realising the ministry’s Strategic Plan. She emphasised the years of planning and groundwork laid by former Secretary-General Dorothy Warner, adding that the first cohort of teachers would be “trailblazers” for future educators.
Ambassador Doyle, speaking from UNESCO in Paris, underscored the significance of this South-South partnership, calling it “a poignant example of successful South-South and triangular development practices pioneered by UNESCO.” He also noted that similar partnerships could serve as a model for SIDS in elevating basic teaching qualifications, thereby promoting global standards in education.

With this MOU, Kitts and Nevis is taking a meaningful step towards providing its teachers with higher qualifications, setting a foundation for lasting educational progress. The programme is poised to boost the nation’s educational standards and prepare teachers to foster learning environments that nurture students’ potential.
