Justice Sector Strengthens Accountability with UNDP-Supported PME Training

The Attorney General’s Office and Ministry of Justice and Legal Affairs hosted a pivotal three-day Planning, Monitoring and Evaluation (PME) training for justice-sector professionals during the week of 24th June, 2025. Delivered in partnership with the United Nations Development Programme (UNDP) Barbados and the Eastern Caribbean Multi-Country Office, the workshop marks a strategic move to embed a results-based culture across Saint Kitts and Nevis’s justice system.

With the theme “Strengthening Accountability and Performance in Justice Sector Delivery,” the programme brought together magistrates, crown counsels and registrars to enhance capacity in evidence-informed planning, risk management and performance tracking. “This training represents a critical investment in how we measure progress, manage risks, and ensure our justice institutions deliver for the people of Saint Kitts and Nevis,” said the Garth Wilkin, Attorney General. “As we work to modernise our legal system, effective monitoring will be key to sustaining that change.”

Participants developed theories of change and logic models, crafted SMART indicators, and designed monitoring frameworks including scorecards and narrative reporting templates. Practical tools—such as risk matrices and evaluation plans—were created using real departmental data. Trainees addressed operational barriers like manual record‑keeping, unclear responsibilities and ad hoc reporting systems.

“A modern justice system must be grounded not only in law, but in measurable results,” emphasised Wilkin. “By strengthening our capacity to plan, monitor, and evaluate justice services, we can better serve all citizens—especially those most vulnerable—and ensure our reforms deliver tangible impact.”

Follow‑up actions have already commenced, involving the Director of Public Prosecutions and the Solicitor General. These include formalising performance indicators, clarifying reporting lines, and initiating phased implementation of digital monitoring tools.

The UNDP’s technical support and participant engagement reflect national priorities for justice sector reform, including reducing case backlogs, rebuilding public trust and improving legal service delivery. The initiative also aligns with St. Kitts and Nevis’s commitment to SDG 16: Peace, Justice and Strong Institutions.
