Public Invited to Comment on Draft Legislation for Regional CBI Regulator

The move to bolster oversight and transparency of Citizenship by Investment Programmes (CBI/CIP) in the Eastern Caribbean has taken a major step forward with the publication of the draft legislation for the establishment of the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA).

The Interim Regulatory Commission (IRC), tasked with guiding the creation of this regional regulator, announced that the draft law is now available on the Eastern Caribbean Central Bank (ECCB) website for public comment until 16th July, 2025.

The ECCIRA, once fully operationalised, will function as a unified body to regulate and supervise CBI/CIP activities across the region. The draft law lays the groundwork for uniform legal and operational standards aimed at enhancing transparency, accountability, and integrity within the citizenship investment industry.

The draft legislation follows extensive in-country consultations held between March and April 2025. Led by the IRC and Legal Drafting Consultant Lydia Elliott, the consultations engaged a diverse range of stakeholders, including government officials, CBI/CIP industry experts, international partners, civil society, and media. Feedback from these sessions was instrumental in shaping the legislation.

The IRC, an eight-member body established by the Heads of Government of the five participating CBI/CIP jurisdictions, is chaired by ECCB Governor Timothy Antoine. The Commission includes representatives from Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, the CARICOM Implementation Agency for Crime and Security (IMPACS), the Organisation of Eastern Caribbean States (OECS) Commission, and the ECCB.

This initiative reflects a regional commitment to strengthen due diligence, mitigate reputational risks, and ensure that Caribbean citizenship programmes remain internationally credible and sustainable.
