The National Assembly of St. Kitts and Nevis has passed the landmark Community Beautification and Safety Bill, 2024, heralding a new era in environmental health, public safety, and national pride. Championed by Senator Dr. Joyelle Clarke, Minister of Sustainable Development, Environment and Climate Action, and Constituency Empowerment, this legislation is central to the government’s vision of creating a sustainable island state.
Dr. Clarke described the Bill as a transformative measure to address pressing issues such as overgrown lots, derelict vehicles, and public health nuisances.
“This forward-thinking legislation represents a bold and comprehensive step towards improving our nation’s environmental health, safety, and natural aesthetics,” she stated, emphasising the importance of community responsibility in fostering long-term sustainability.
Comprehensive Objectives for National Revitalisation
The Bill aimed to establish a Community Beautification and Safety Authority under the Ministry of Sustainable Development, consolidating and enhancing existing laws to efficiently tackle environmental and safety challenges.
Its goals include:
- Public Health Protection: Reducing the spread of diseases linked to stagnant water, pests, and unkempt surroundings.
- Enhanced Safety: Addressing spaces that attract criminal activities or pose physical risks.
- Environmental Responsibility: Encouraging sustainable land and property management.
- Aesthetic Enhancement: Beautifying the landscape to boost national pride and tourism appeal.
- Property Accountability: Holding landowners and occupiers responsible for maintenance.
- Crime Reduction: Mitigating the use of abandoned properties for illegal activities.
The Bill also outlines strict definitions for community issues, such as vegetation exceeding 30 inches, derelict vehicles, and abandoned properties that foster criminal behaviour. Dr. Clarke expressed gratitude for the efforts of the Solid Waste Management Corporation (SWMC) and community partners in addressing derelict vehicles, while acknowledging existing legal hurdles.

“This Bill reflects our broader vision of transforming Saint Christopher and Nevis into a sustainable island state,” Dr. Clarke noted. By creating a centralised authority, the government aims to streamline responses and ensure impactful, long-term outcomes. The legislation also promotes environmental stewardship, encouraging citizens to take an active role in creating safer and more beautiful communities.
Dr. Clarke acknowledged the persistent challenges of urban neglect and reaffirmed the government’s commitment to revitalising public spaces. “A sustainable future is not merely about reducing carbon emissions; it is about fostering environments where our people can thrive—safe, healthy, and proud of the places they call home.”
