On 28th November, 20204, St. Kitts and Nevis took a significant step toward modernising its communities with the introduction of the Community Beautification and Safety Bill, 2024.
Strongly championed by Deputy Prime Minister, Dr. Geoffrey Hanley, Parliamentary Representative for Saint Christopher One, the Bill aims to enhance public safety and improve the aesthetic quality of neighbourhoods across the island.
The legislation, developed under the Ministry of Sustainable Development, proposed the establishment of a Community Beautification and Safety Authority. This centralised body will address issues such as overgrown lots, derelict vehicles, unsightly structures, and other hazards affecting public safety and neighbourhood development.
Comprehensive Approach to Community Revitalisation
Dr. Hanley highlighted the Bill’s integrated approach, which consolidates existing fragmented laws into a cohesive framework to bring about tangible improvements. He described the initiative as essential to achieving the government’s vision of a sustainable island state.
“It’s about ensuring our communities remain beautiful and safe,” Dr. Hanley stated. “This legislation is not only vital for local neighbourhoods but also supports broader societal goals tied to sustainability and modernisation.”

Speaking about his constituency, MP Hanley noted that abandoned properties and derelict lands are significant obstacles to community revitalisation. He expressed optimism that the Bill will provide the tools needed to address these issues swiftly.
“In my constituency, we’ve already begun discussions with property owners. Some have generously agreed to repurpose their lands, contributing to the effort of revitalising our neighbourhoods,” he said.
