St. Kitts and Nevis Launches Innovative Rehabilitation and Family Support Programmes

The Federal Government of St. Kitts and Nevis is taking bold steps to support the reintegration of former offenders into society while strengthening family bonds for incarcerated individuals. Two groundbreaking initiatives, Prison to Work and Heartfelt Moments, were unveiled this week as part of the transformative ELEVATE Programme, designed to promote social inclusion, reduce recidivism, and foster positive relationships.

From Incarceration to Employment: Prison to Work

Prime Minister Dr. Terrance Drew, during his presentation of the 2025 Budget Address on 16th December, announced the Prison to Work initiative. This innovative programme is set to offer employment opportunities to individuals who have completed their sentences and undergone rehabilitation at His Majesty’s Prison (HMP).

Dr. Drew, the Federation’s National Security minister, highlighted the importance of giving reformed individuals a second chance.

“Too often people leave prison and end up back on the streets because nobody wants to hire them. They too must be given a chance,” he remarked. “If they have served their time, why not reintegrate them into the society from which they came?”

The programme is designed to help former offenders secure gainful employment, enabling them to provide for themselves and their families. It forms part of the government’s broader strategy to engage at-risk populations and create meaningful opportunities for learning, self-empowerment, and economic stability.

Supporting Families Through Heartfelt Moments Programme

Building on the ELEVATE Programme’s holistic approach, the government launched the Heartfelt Moments Programme (HMP) on 17th December. This initiative seeks to strengthen familial bonds by creating opportunities for incarcerated fathers to reconnect with their children and caregivers in a supportive environment.

The launch, held at the Solid Waste Management Conference Room, brought together stakeholders, counsellors, and family members to celebrate the programme’s objectives.

Following the event, Alicia Collins, a family counsellor attached to ELEVATE, emphasised the programme’s impact on emotional well-being.

“Heartfelt Moments focuses on repairing and strengthening family ties. When parents are given the chance to actively participate in their children’s lives, it fosters resilience and emotional growth for both parent and child,” she explained.

Prime Minister Drew echoed these sentiments, highlighting the societal value of strong family units.

“Families are the foundation of any society. By reconnecting fathers and mothers with their children and promoting positive interactions, we are laying the groundwork for a more inclusive, cohesive nation,” he stated.

Goals and Benefits of the Programmes

Heartfelt Moments included activities such as games, discussions about family events, and opportunities for parents to interact with their children in a loving way. It aligns with Sustainable Development Goal (SDG) 16, which focuses on promoting peaceful and inclusive societies.

Looking Ahead

The government is calling on stakeholders and community partners to collaborate in 2025 to ensure the success and sustainability of these programmes.

“These initiatives prove that every life has value and potential,” Prime Minister Drew concluded. “Through education, employment, and emotional support, we can transform challenges into opportunities, creating a brighter future for all.”

The launch of these programmes underscores the government’s commitment to holistic social development, economic empowerment, and the creation of a more inclusive St. Kitts and Nevis.
