Prime Minister Dr. Terrance Drew, has addressed public criticism regarding recent salary adjustments for government ministers, revealing that the decision originated under the previous administration led by Dr. Timothy Harris.
During his closing remarks on the 2025 Appropriation Bill debate, Dr. Drew detailed the history of the increases, emphasising that they were planned and budgeted for by the Harris administration in 2021 as part of the 2022 budget estimates.
Setting the Record Straight
“The former Prime Minister and Minister of Finance brought this matter to the House in 2021 for the 2022 budget. He planned an 84% increase over a three-year trajectory,” Dr. Drew explained. He criticised Dr. Harris for condemning the adjustment, describing his remarks as hypocritical. Official documents, presented by Dr. Drew, confirm that the former administration had approved and debated the phased salary increases in Parliament.
“This was not a decision initiated by my administration. It is disingenuous to mislead the people of St. Kitts and Nevis by pretending otherwise,” Dr. Drew asserted.
Ensuring Equity and Fairness
Dr. Drew highlighted the rationale for his administration’s decision to finalise the salary adjustments, focusing on fairness and equity. He explained that an imbalance in the salary structure had left senior civil servants, such as Permanent Secretaries and Directors, earning more than Cabinet Ministers.
“This adjustment ensures that ministerial salaries align with the leadership roles of civil servants and corrects an anomaly created by the previous administration,” Dr. Drew stated. “Without this adjustment, we would have faced a situation where those reporting to ministers were earning significantly more than the ministers themselves.”
Transparency in Governance
The prime minister underscored his administration’s commitment to transparency and inclusivity, contrasting it with what he described as the secrecy of the previous government.
“Unlike the former administration, we are upfront with the people about these decisions. We are not hiding behind closed doors or making moves in secrecy. Every decision we make is rooted in the best interest of the people of St. Kitts and Nevis,” Dr. Drew assured.

Dr. Drew used the opportunity to place the salary adjustments in the context of the broader 2025 budget, which prioritises economic diversification, sustainable development, and social equity.
“This budget is about powering progress and building a resilient, inclusive economy. It is underpinned by our national vision to ensure a prosperous future for all citizens,” the Prime Minister declared.
