Prime Minister Dr. Terrance Drew has unveiled a comprehensive plan to position St. Kitts and Nevis at the forefront of digital innovation, laying the groundwork for a sustainable, tech-driven future. Speaking during his 2025 Budget Address to the National Assembly, Dr. Drew outlined transformative initiatives aimed at modernising public services, enhancing economic opportunities, and safeguarding data security for all citizens.
“The digital revolution has transformed the way we communicate, access information, and conduct business. Digital technologies have become essential tools in our daily lives, supporting economic development, social empowerment, and good governance,” Dr. Drew stated, emphasising the importance of embracing digital transformation for national development.
Laying the Foundation for a Digital Economy
Central to the Government’s vision is the establishment of a Digital Skills Academy, designed to upskill public officers in the use of digital tools. This initiative seeks to promote innovation and efficiency across all sectors of government. Dr. Drew highlighted the broader implications of this move, stating, “This will ignite a culture of innovation and creativity across the public service and the country in general.”
Additionally, the academy will extend its reach to the business community. Following successful training sessions conducted in 2024, in collaboration with the Organisation of American States (OAS), the Small Business Development Centre (SBDC), and the Small Enterprise Development Unit (SEDU), the Government plans to continue assisting small businesses in transitioning to online operations. This initiative reflects lessons learned during the COVID-19 pandemic, which underscored the importance of e-commerce and digital tools for business continuity.
Advancing Government Efficiency Through Technology
The Whole of Government Technology Strategy, a framework established in 2024, prioritises three key pillars: People, Processes, and Technology. A significant milestone was the creation of the Digital Transformation Unit, tasked with spearheading the adoption of digital solutions to enhance government operations. This unit is pivotal in driving the Federation’s move towards a fully digital economy.
Dr. Drew highlighted the tangible impact of these efforts, pointing to ongoing initiatives that improve service delivery and operational efficiency. “Digital transformation supports the efficient storage and dissemination of data needed for responsive planning and decision-making,” he said, underscoring the strategy’s role in fostering good governance and economic progress.
Introducing a Secure Digital Identity System
A landmark project under the Digital Transformation Strategy is the development of a Digital Identity ecosystem, set to revolutionise access to public services. This initiative, backed by partnerships with Taiwan and the International Integrated Systems Corporation, includes a new Digital Identity Authentication Platform and the issuance of Digital ID Cards to every citizen.
The Digital Identity system promises to streamline processes, reduce fraud, and improve efficiency in areas such as social benefit distribution, financial transactions, and e-commerce. “By investing in our new Digital Identity system, we are establishing a solid foundation for a future where citizens and residents can access essential services and participate seamlessly in the economy,” Dr. Drew explained.
To ensure the security and reliability of this system, the Government is committed to implementing robust data protection laws, increasing investment in cybersecurity infrastructure, and establishing clear governance frameworks.

By integrating technology into all facets of public service, St. Kitts and Nevis aims to boost worker productivity, foster innovation, and improve the ease of doing business within the Federation.
