The Government of St Vincent and the Grenadines has formally welcomed President Joseph Biden’s executive pardon of Marcus Mosiah Garvey, while simultaneously calling for his full exoneration by the United States government.
The executive pardon, granted on January 19, 2025, addresses what the government describes as a case where Garvey “was railroaded, judicially, in an unfair and politically-jaundiced trial for alleged ‘mail fraud’ in the USA in 1923.”
Garvey, who is recognized as a National Hero of Jamaica, was serving as President of the Universal Negro Improvement Association (UNIA) at the time of his conviction.
“The Government of St Vincent and the Grenadines is calling further for a full exoneration by the United States government of Marcus Garvey on the trumped-up charge for which he was found guilty and imprisoned,” the statement announced, noting that such an exoneration would require congressional action.

This development follows sustained advocacy efforts from various organizations and governments. A previous appeal to former President Obama during his administration yielded no results.
The government emphasized that it “reiterates its commendation of President Biden on the grant of the executive pardon” while stressing “the importance of solidarity in pursuance of justice.”
The statement concluded by affirming that “the campaign continues for his full exoneration.”
