The Medicinal Cannabis Authority St. Kitts and Nevis officially launched its operations and opened its offices in Basseterre on 25th April, 2025, marking a transformative shift in the Federation’s approach to medicinal cannabis regulation, public health, and access.
During the inauguration ceremony, Chairperson Jihan Williams-Knight unveiled a robust operational framework designed to ensure transparency, patient safety, and product integrity across the emerging industry. The initiative positions St. Kitts and Nevis as a serious player in the regulated medicinal cannabis sector within the Caribbean.
“Transparency is key in public confidence,” stated Williams-Knight, as she outlined the full journey of a patient seeking medicinal cannabis treatment—from initial consultation with a medical practitioner to product purchase at licensed dispensaries and lounges.
Patients will require approval from a medical professional to receive a Medical Cannabis ID card, which will grant them legal access to cannabis products. These products, including oils, tinctures, edibles, and dried flower, will be available only through licensed outlets staffed with trained personnel to guide proper use and dosage.
“Those licensed dispensers are responsible for ensuring that the products are stored, labelled, and distributed properly,” she added. “They are the link between the regulated product and the patient who depends on it.”
On the production side, only licensed cultivators meeting stringent standards will be authorised to grow cannabis. Cultivation must be pesticide-free, contaminant-free, and consistent with medicinal-grade quality benchmarks.
“There will be no shortcuts, no harmful chemicals, and no guesswork,” Williams-Knight affirmed. “Only well-regulated production under the strict oversight of the Authority.”
She also outlined the secure transport system that will preserve product quality across the supply chain and highlighted that cannabis transporters will be responsible for maintaining product integrity between licensed entities.
Integral to the regulatory model is the inclusion of certified testing facilities that ensure all cannabis products are safe, contaminant-free, and accurately labelled with cannabinoid content and usage instructions. The Authority is also welcoming private sector investment in the form of licensed private testing labs.
Additionally, research licensing will be available for those seeking to explore cannabis science, including potential studies on indigenous strains found within St. Kitts and Nevis. This signals the Authority’s commitment to innovation and long-term development of the industry through science and evidence-based practices.
The launch of the Medicinal Cannabis Authority and its comprehensive, safety-focused framework signals a new chapter for healthcare access, economic diversification, and community empowerment in the Federation.
