St. Kitts and Nevis Champions Mental Health at OAS General Assembly

The Minister of Foreign Affairs of Saint Kitts and Nevis, Rt. Hon. Dr. Denzil Douglas, has reaffirmed the country’s strong commitment to advancing mental health at the regional level, during the 55th Regular Session of the General Assembly of the Organisation of American States (OAS), held in Antigua and Barbuda from 25th to 27th June, 2025.

Delivering a compelling address, Dr. Douglas declared unwavering support for the Resolution Addressing the Critical Mental Health Crisis in the Americas, emphasising that mental health is a fundamental human right and an essential pillar of sustainable development.

“The impact of mental health on our people and our economies cannot be overstated,” said Dr. Douglas. “Saint Kitts and Nevis stands resolute in our belief that mental health services must be accessible, community-based, and aligned with human rights standards.”

He echoed the resolution’s call for strengthened political will, regional solidarity, and coordinated action to counter escalating mental health challenges across the Americas. The Resolution advocates increased investment in mental health, a regional partnership, and a dedicated mental health fund. It also stresses intersectoral collaboration and the protection of vulnerable groups, especially youth.

Dr. Douglas outlined Saint Kitts and Nevis’ strides in mental health care, including the operation of four community clinics, two day-treatment centres, and inpatient care at the Joseph N. France General Hospital. However, the Minister warned of troubling trends, particularly among young people. Between 2021 and 2022, teenage diagnoses tripled, and overall client numbers grew by 7% from 2017 to 2021.

To address these challenges, the Government is modernising outdated mental health legislation in collaboration with the Pan American Health Organization (PAHO). In addition, a US $1 million “Mental Health Service System Enhancement Project” with Taiwan has been launched. This initiative is training healthcare workers, expanding screening, and enhancing public awareness on mental well-being.

Dr. Douglas concluded by affirming that Saint Kitts and Nevis’ national efforts are a reflection of shared regional aspirations.

“Our efforts nationally reflect our shared vision regionally, that no one should suffer in silence or be denied care and dignity due to mental health challenges. We join our regional partners in calling for urgent and unified action,” he stated.

Saint Kitts and Nevis’ proactive stance aligns with growing global recognition of mental health as a developmental priority. By championing this issue at the OAS level, the country is positioning itself as a leading voice for transformative change in health care across the Caribbean and the wider Americas.
