The Citizen Security Secretariat (CSS) continued its dynamic engagement strategy throughout July 2025, reinforcing the government’s data-driven, public health-centred approach to crime prevention. These latest activities form part of a broader national effort that has helped deliver a remarkable 76 percent reduction in homicides over the past year under the leadership of Prime Minister the Honourable Dr. Terrance Drew.
On 28th July, 2025, Eartha Carey, CSS Coordinator, and Hance Richards, Research Analyst and Public Health Consultant, were guest speakers at the Royal St. Christopher and Nevis Police Force’s 3rd Annual Crime Intervention Summer Soccer Camp held at the NCI Grounds. Addressing dozens of young participants and volunteers, Carey and Richards led interactive discussions focused on citizen security, youth responsibility, and the role of community cohesion in reducing violence.
The camp, which began on 21st July, forms part of a series of interventions led by national stakeholders to guide at-risk and impressionable youth towards positive alternatives. The CSS’s participation underscores its core belief that prevention, early intervention, and addressing root causes are critical to long-term security outcomes.
“Our mission is not just to respond to crime, but to transform the environment that allows it to take root,” said Eartha Carey. “By working directly with our youth and engaging families, churches, and communities, we are building a safer Federation from the inside out.”

Earlier in July, Carey and Richards were also invited to deliver tailored presentations to the Antioch Baptist Church Prayer Group on the 16th and the Pastors’ Conference on Nevis and RSCNPF High Command, both on the 1st. These engagements served as valuable based platforms to raise awareness on citizen security, equipping clergy and national security leaders—who serve as pillars of our community—with evidence-based strategies to promote safety and social cohesion.
Minister of National Security, Prime Minister Dr. Terrance Drew, recently commended the Citizen Security Secretariat (CSS) during a Cabinet press conference, praising its dedication and the tangible, measurable progress it continues to deliver. He emphasised that the Secretariat’s work is central to the government’s wider violence prevention strategy, which approaches crime as a public health issue — addressing it as a symptom of underlying social inequalities rather than relying solely on law enforcement.
“The Secretariat’s outreach is not only transforming our communities but gaining regional recognition,” Dr. Drew noted. Indeed, neighbouring Anguilla recently engaged in high-level talks with the Drew administration to explore how St. Kitts and Nevis has achieved such swift and sustainable reductions in crime since the Citizen Security Task Force was launched in August 2024.
By reaching out to vulnerable groups and delivering solutions before antisocial behaviours emerge, the CSS is living up to its mandate to foster long-term societal change. Its July engagements are a testament to the Federation’s leadership in citizen security reform and serve as a model for other nations seeking more holistic solutions to crime and violence.
