St. Kitts and Nevis has become the first country in the Caribbean to officially receive Passenger Name Record (PNR) data from international airlines, a move that marks a breakthrough in border security and travel intelligence. The integration of PNR data strengthens the Federation’s capacity to detect irregular travel patterns, conduct pre-arrival risk assessments, and coordinate across agencies to counter transnational crime and terrorism.
The new capability builds on the Department of Immigration’s existing Advance Passenger Information (API) systems, placing St. Kitts and Nevis ahead of its regional neighbours in modernising border management. By adopting PNR data, the Federation aligns with International Civil Aviation Organisation (ICAO) Annex 9 standards and United Nations Security Council Resolution 2396, both of which call for enhanced use of passenger data in preventing terrorism and organised crime.
Officials describe the initiative as both a security safeguard and a step toward building a more citizen-centric immigration system. Acting Chief Immigration Officer Sheldon Jeffers emphasised that the achievement reflects foresight and innovation in the country’s national security vision.
“This advancement is in line with our vision, which reflects the department’s strategic focus on digital transformation, interagency collaboration and positions Saint Kitts and Nevis as a regional leader in travel intelligence and border innovation. We continue to lead, not by size, but by foresight, integrity, and action,” Jeffers stated.
He extended gratitude to international partners, airline stakeholders, and regional collaborators for their role in supporting the initiative, underlining that “St. Kitts and Nevis continues to lead with purpose, innovation, and integrity.”
The milestone underscores the Government’s ongoing commitment to modernisation and global best practices, projecting the Federation as a model of border resilience in the Caribbean.
