Prime Minister Dr. Terrance Drew has clarified the federal government’s role in the ongoing Special Sustainability Zone (SSZ) debate on Nevis, drawing a clear distinction between the federal responsibilities of his Labour-led St. Kitts and Nevis government and the authority of the Nevis Island Administration (NIA). The clarification comes amid heightened public discourse and an opposition march in Nevis, with the Nevis Reformation Party (NRP) raising concerns about the initiative’s impact on local land sovereignty.

“The constitution tells me clearly, prime minister, the lands in Nevis are to be administered by the Nevis Island Administration. So I keep out of it,” Dr. Drew said, emphasising that the federal government will not intervene in land management decisions made by the NIA.
However, Dr. Drew underlined the federal government’s jurisdiction over national security, immigration, customs, and citizenship. “Where the federal government comes in is to ensure that any project in Nevis does not violate national security laws, immigration laws, customs, or border security laws. Outside of that, it has nothing to do with me,” he said.
At 3pm today, the NRP staged a march in Charlestown, Nevis, to voice opposition to the SSZ. NRP leader Dr. Janice Daniel-Hodge contends that the zones could lead to external control over Nevisian land and resources. “This is a matter of Nevisian sovereignty. The people must have a voice in what happens on our land,” she said, calling for greater transparency and public engagement in SSZ decision-making.
The Concerned Citizens Movement (CCM) governed NIA, led by Premier Mark Brantley, has maintained that it holds full authority over land use and development in Nevis. Brantley argues that SSZs can serve as catalysts for sustainable economic growth while respecting Nevisian governance and autonomy.
Special Sustainability Zones are designated areas aimed at promoting sustainable development, attracting investment, and creating jobs while adhering to strict environmental, social, and governance standards. Modelled on successful development zones in countries such as Singapore, India, and Panama, SSZs in St. Kitts and Nevis are intended to integrate renewable energy, resilient infrastructure, and sustainable industries. Prime Minister Drew emphasised their strategic potential: “Part of the strategies of many countries is to set up zones like in Panama, even in the US, Europe, and so forth, to enhance investment and economic advancement. These zones can really help push economically. If you want equal development, these are the type of zones.”
Prime Minister Drew cited the existing C. A Paul Southwell Industrial Site in St. Kitts as a practical example of how Special Sustainability Zones operate and the positive impact they can generate. “Look at the Industrial Site in St. Kitts—essentially a Special Sustainability Zone established many years ago. It has created jobs, attracted investment, and supported industrial growth without compromising local governance. This shows there is no reason for fear or concern about establishing these zones, whether on St. Kitts or Nevis. When done responsibly, they are tools for sustainable development that benefit communities and the economy alike,” he said, underscoring his view that SSZs are both safe and strategically beneficial when properly managed.
Dr. Drew also reiterated that while the federal government will uphold laws under its purview, it will not intervene in Nevisian land management. “The constitution tells me to keep out, and I will. My role is to ensure that federal laws are not violated, not to manage Nevis’ land,” he said.
With federal clarification, NIA oversight, and active public debate, the SSZ initiative remains a focal point for sustainable development, investment, and governance in St. Kitts and Nevis. The government aims to balance economic opportunity with respect for local autonomy and constitutional mandates.
