St. Kitts and Nevis Showcases SISA Model for Sustainable Development at United Nations

Prime Minister of St. Kitts and Nevis, Dr. Terrance Drew, unveiled the SISA model for sustainable development at the 80th Session of the United Nations General Assembly, positioning the Federation as a thought-leader in global governance innovation.

SISA, which stands for Sustainability, Investment, Security, and Advancement, was presented as a structured framework that aligns development with equity and justice.

“Our SISA model is not just a vision; it is a call to action. It insists that sustainability is inseparable from security, that investment must serve people, and that advancement must mean shared progress. This is the Caribbean offering solutions to the world,” Dr. Drew declared.

He argued that small island states are not passive victims of global crises but can serve as “laboratories of resilience” offering models for sustainable growth.

“SISA is about showing that development must be people-centred, transparent, and fair. It is a pathway that recognises our vulnerabilities but transforms them into opportunities for leadership,” Dr. Drew added.

The model is being championed by Dr. Drew’s Labour administration as a blueprint for shaping equitable international partnerships and development agendas.

Dr. Drew’s introduction of the SISA framework in New York finds solid roots in initiatives already underway across St. Kitts and Nevis. The Government has committed to lead regional climate ambition, hosting the Green Climate Fund (GCF) Regional Dialogue in 2025 as a demonstration of that leadership. That gathering served to accelerate alignment on climate strategy, resilience planning, and sustainable development within the Caribbean.

On the domestic front, the country is building institutional foundations for transparency and accountability in climate action. Working with the Initiative for Climate Action Transparency (ICAT), St. Kitts and Nevis has developed a robust system for tracking its Nationally Determined Contribution (NDC) metrics — measuring renewable energy deployment, emissions, electric vehicle uptake, and more — ensuring that ambition is matched by measurable progress.

Meanwhile, the Federation has also made strides in climate resilience on the ground. The Coastal Adaptation and Resilience Initiative (CARI-SKN) is an active project designed to protect shorelines, ecosystems, and communities from sea-level rise and storm damage. Additionally, the Government has secured targeted funding from CARICOM’s climate bodies including over US$732,616.00 for a Climate Smart Agriculture Project, which links food security to climate adaptation.

Together, these efforts embody the very essence of SISA: sustainability and security are not rhetorical goals but lived priorities, built on rigorous data, strategic partnerships, and resilient infrastructure.
