Minister Maynard Outlines Three-Pillar Strategy for Digital Transformation in St. Kitts and Nevis

The Government of St. Kitts and Nevis is accelerating its digital transformation agenda, with Minister of Information, Communications and Technology (ICT), Konris Maynard, reaffirming the Government’s commitment to building a smarter, more inclusive, and sustainable digital society.

Speaking at the Digital Transformation Townhall Meeting on 3rd November, 2025, Minister Maynard described digital transformation as a national imperative—an essential pillar of the Government’s Sustainable Island State Agenda, championed by Prime Minister Dr. Terrance Drew.

“Digital transformation is about using technology to improve the way that we live, work, and interact—with government and with each other,” Minister Maynard said. “It is about creating a society where services are easier to access, businesses operate more efficiently, and government functions more transparently and effectively.”

He outlined a three-pillar approach guiding the Ministry’s strategy: people transformation, process transformation, and technology transformation.

Under people transformation, the focus is on empowering citizens through digital literacy, upskilling, and inclusive access to technology. “No one—neither the elderly, the disabled, nor low-income families—should be left behind as we transition to a digital economy,” he stressed.

Minister Maynard noted that the Government is already creating opportunities in areas such as cloud services, software development, artificial intelligence, cybersecurity, and digital business innovation. Earlier this year, a National Cybersecurity Programme was launched to equip participants with globally recognised certifications and practical experience in the growing field of cybersecurity.

The second pillar, process transformation, centres on modernising government operations. Key initiatives include the digitalisation of birth and death records at the Basseterre Health Centre under the Electronic Civil Registry System (ECRS) project. The conversion of paper records—some dating back to the 1800s—into secure digital formats will soon enable citizens to apply for certificates online.

In a major advancement for public convenience, Minister Maynard also announced the development of an online passport application portal, allowing citizens at home and abroad to apply for passports without visiting multiple offices in person. “This is a process transformation that is people-focused,” he said.

The third pillar, technology transformation, involves upgrading national digital infrastructure and adopting secure, interoperable systems that enable innovation and efficiency across public services.

Minister Maynard highlighted strategic international partnerships supporting this effort, including collaborations with the Government of the Republic of China (Taiwan), Cybernetica of Estonia, and the Tony Blair Institute for Global Change. These partners are providing technical expertise, policy guidance, and financial support for initiatives such as the national digital identity system and digital governance frameworks.

While acknowledging the importance of international cooperation, the Minister emphasised that local ICT firms, entrepreneurs, and start-ups are vital to driving home-grown innovation and ensuring that the benefits of digital transformation reach all communities.

“Digital transformation is about empowering our people,” he said. “Our Government is leveraging technology to build a more transparent, accessible, and responsive public service—one that is a true partner in achieving our shared vision for a prosperous and sustainable St. Kitts and Nevis.”

Minister Maynard closed by commending the Ministry of ICT and the Digital Transformation Unit for their work in advancing this national agenda, reaffirming that the Government’s digital initiatives align with its broader goals of economic growth, environmental protection, and social equity.
