Government Releases Further Details on U.S. MOU Concerning Third-Country Nationals

The Government of St. Kitts and Nevis has released further information on a bilateral Memorandum of Understanding (MOU) with the United States concerning the potential transfer of certain third-country nationals.

Speaking during a national appearance on his media programme, The Roundtable, on 8th January, 2026, Prime Minister Dr. Terrance Drew explained that the MOU establishes a non-binding framework under which the United States may propose the transfer of select nationals of Caribbean Community (CARICOM) member states to St. Kitts and Nevis.

The Prime Minister emphasised that the arrangement applies only to specific CARICOM nationals who are currently in the United States and are unable to return to their home countries. All other nationalities are excluded from the framework.

He further stressed that St. Kitts and Nevis retains full discretion to accept or reject any individual proposed for transfer. According to the Prime Minister, the MOU includes clear safeguards, including the explicit exclusion of individuals with convictions for violent or sexual offences.

Under the proposed framework, the United States would assume responsibility for all costs associated with any transfer, including transportation, housing, and basic support services. The Government has indicated that this ensures there would be no financial burden placed on taxpayers in St. Kitts and Nevis.

Prime Minister Drew also clarified that the MOU does not mandate mass transfers and does not create any legally binding obligations under international law. Any potential transfers, he said, would be limited, assessed on a case-by-case basis, and aligned with national security considerations and the Federation’s capacity.

Describing the arrangement as the outcome of sustained and constructive dialogue with the United States, the Prime Minister said it strengthens bilateral cooperation while fully respecting the sovereignty of St. Kitts and Nevis and the principles of CARICOM.
