PM Drew Quells Rumours Surrounding MOU with US

The Federation’s leader has moved to clarify the scope and intent of its Memorandum of Understanding (MOU) with the United States on third-country nationals, amid public speculation and misinformation surrounding the agreement.

Speaking recently on the radio programme Issues, Prime Minister Dr. Terrance Drew reiterated that the arrangement is narrow in scope and applies only to nationals of Caribbean Community (CARICOM) member states who are temporarily unable to return to their country of origin. He stressed that non-CARICOM nationals are excluded, directly addressing circulating claims that the agreement could involve persons from regions outside the Caribbean.

Prime Minister Drew made it clear that the MOU does not provide for the transfer or resettlement of citizens of Middle Eastern countries, as has been incorrectly rumoured, nor does it open St. Kitts and Nevis to the acceptance of migrants from outside the CARICOM framework. The agreement, he said, is firmly grounded in regional cooperation and respects both national sovereignty and clearly defined eligibility criteria.

Under the terms outlined, St. Kitts and Nevis retains full discretion to accept or reject any individual proposed under the arrangement. The non-binding MOU also explicitly excludes persons with convictions for violent or sexual offences, reinforcing safeguards around public safety and national security.

Prime Minister Drew has acknowledged public concern around the agreement, noting that clarity is essential where immigration and border matters are involved. He emphasised that while St. Kitts and Nevis continues to engage constructively with international partners, such cooperation will never override national interest.

“My responsibility is first and foremost to St. Kitts and Nevis and to the people of this country,” the Prime Minister said, underscoring that decisions taken by his administration are guided by capacity, security, and long-term national stability.

Officials have also pointed out that the MOU with the US has no impact or influence over existing immigration policies governing the lawful entry of persons into the Federation. 

The Government says it remains committed to transparency and public engagement as discussions continue, adding that international cooperation must always be balanced with responsibility, realism, and the protection of national interests.
