The Government of St. Kitts and Nevis has secured full state ownership of the Frigate Bay golf course, its operating company, and almost 80 additional acres of prime land in what Prime Minister Dr. Terrance Drew described as a historic and transformative acquisition.
Speaking in Parliament on 12th February, 2026, Dr. Drew announced that following what he called “lengthy, tough negotiations,” the Government signed written agreements securing full ownership of the lands on which the golf course stands, all shares in Frigate Bay Golf Course Limited, and 77.23 acres of adjacent property in the Frigate Bay area.
“I am proud to carry on this great St. Kitts-Nevis Labour Party legacy of empowerment of the people of this Federation,” the Prime Minister told the National Assembly. “After lengthy, tough negotiations, your Government has secured full state ownership of the lands on which the Frigate Bay golf course is constructed, full state ownership of all shares in Frigate Bay Golf Course Limited, and the full state ownership of an additional 77.23 acres of land in the Frigate Bay area.”
For the first time in the Federation’s history, the entire golf course and its operating company are now owned by the State.
Frigate Bay holds deep historical significance. Approximately 55 years ago, a former Labour administration led by the Federation’s first National Hero, The Right Excellent Sir Robert L. Bradshaw, negotiated the purchase of lands in the area from a private land-owning family. Prior to that acquisition, much of Frigate Bay was privately held and largely inaccessible to ordinary Kittitians and Nevisians.
That earlier intervention opened the area to public access and development. Hundreds of citizens were later able to purchase land, build homes and establish businesses, generating employment and generational wealth.
Dr. Drew described the current acquisition as the continuation and completion of that vision.
“Frigate Bay, which once locked out our people, is now totally owned by our people,” he declared.
The newly secured assets include the golf course lands, full ownership of the operating company, 16.10 acres comprising the northern holes adjacent to the course, 13.16 acres of prime vacant land west of the course, and 47.97 acres between the Frigate Bay Road and Bird Rock, bringing the total additional land to 77.23 acres.
According to the Prime Minister, the 13.16-acre parcel will provide an opportunity for renewed development under the Frigate Bay Development Corporation, potentially supporting residential infrastructure or a new high-end hotel. The 47.97-acre parcel is expected to be subdivided into large residential and commercial lots.
“This land will be subdivided to ensure that our people – the young people of this country as well – can have a chance to gain generational wealth through land ownership and commercial enterprise right in Frigate Bay,” he said.
The announcement comes during Black History Month, a period marked by reflection on empowerment, resilience and economic inclusion. The Prime Minister framed the acquisition as a modern expression of that legacy, expanding access to valuable national assets and ensuring broader participation in economic opportunity.
He also emphasised that the transaction was concluded on highly favourable terms for the State, noting that the entire acquisition was secured for 725 Citizenship by Investment units, with no cash outlay, while preserving investor confidence and significantly expanding national ownership in one of the country’s most valuable tourism corridors.
The Prime Minister contrasted this with the Estridge Prison project proposed by the former Dr. Timothy Harris-led government, which sought to allocate up to 5,000 CBI shares for a project of far more limited economic impact and no long-term revenue-generating potential.
By comparison, the Frigate Bay agreement secures income-generating land, operational control of a major tourism asset, and development opportunities capable of producing employment, commercial activity and long-term national wealth.
