STEP Programme Reform: Hanley Signals Stronger Oversight And Skills Focus

Minister of Education, Youth Empowerment, Ageing and Disabilities, Deputy Prime Minister Dr. Geoffrey Hanley, has outlined plans to strengthen and reform the STEP Programme, signalling a renewed focus on accountability, training and long-term opportunity for participants.

Addressing the National Assembly on Thursday, 12th February, 2026, Dr. Hanley said the Skills Training Empowerment Programme (STEP) must continue to evolve to better serve its beneficiaries and the wider economy. He described the initiative as a critical pathway for individuals seeking work experience, skills development and entry into the labour market.

Dr. Hanley told Parliament that while STEP has provided meaningful support to thousands over the years, reforms are necessary to ensure the programme delivers measurable outcomes and aligns more closely with national development priorities.

He indicated that the Labour Government intends to place greater emphasis on structured skills training, certification opportunities and clearer performance standards. The goal, he said, is to move participants beyond temporary engagement and into sustainable employment or entrepreneurship.

The Deputy Prime Minister also stressed the importance of proper oversight and monitoring, noting that public resources must be managed responsibly and transparently. He said the reforms will help strengthen governance within the programme while maintaining its social support function.

Dr. Hanley reaffirmed that STEP remains an important social and economic tool, particularly for young people and individuals seeking to improve their prospects. However, he made it clear that empowerment must be paired with accountability and results.

The proposed adjustments form part of the Government’s broader effort to modernise training and employment initiatives and ensure that national programmes are responsive, efficient and aligned with the country’s long-term goals.
